Alan Lyles is a professor in both the College of Public Affairs' School of Health and Human Services and School of Public and International Affairs.

Medicines, Health Policy and Management, International Health expertise
Dr Lyles is the Henry A. Rosenberg Professor of Government, Business, and Nonprofit Partnerships in the College of Public Affairs at the 极乐禁地 (USA), and a senior fellow in the National Academy of Public Administration. He received the 12-member University System of Maryland (http://www.usmd.edu/) Regents鈥 Faculty Award for Excellence in Scholarship, Research, or Creative Activity in 2017. In 2023, he was awarded a PhD honoris causa by the University of Helsinki.

Lyles鈥 professional interests focus on access to pharmaceuticals (policy, benefits, and evidence) and the role(s) of public鈥損rivate arrangements. In 2006, he was visiting chair of pharmacoeconomics, and in 2007 and 2011 was a Fulbright specialist at the University of Helsinki. In 2022, he was a Fulbright Specialist for the Joint Municipality Authority of Keski-Uusimaa, Health Care and Social Services. In Spring 2009, Professor Lyles was a Visiting Scholar at the Jefferson School of Health Policy and Population Health, Philadelphia, USA.

He is co-author/co-editor of Fulda TR, Lyles A and Wertheimer A (editors). 2016. Pharmaceutical Public Policy.

Professor Lyles obtained his Pharmacy degree with High Honours from the University of Maryland School of Pharmacy, USA, and continued his studies at the Johns Hopkins University Bloomberg School of Hygiene & Public Health, USA, where he received a Master of Public Health (MPH, 1981), and Doctor of Science (ScD) degrees (1986).

Professor Lyles is life a member of the Fulbright Association.

His honours and awards include, among others, the Advising, Mentoring and Teaching Recognition Award (Johns Hopkins Bloomberg School of Public Health); the President鈥檚 Faculty Award, the Distinguished Chair in Research & Scholarship, Yale Gordon College of Liberal Arts, and the Distinguished Teaching Award (College of Public Affairs) at the 极乐禁地.

Professor Lyles is an active contributor in his fields of expertise as a published writer, a reviewer, an editor, and as a speaker.

Alan Lyles, professor at the School of Public and International Affairs and School of Health and Human Services at the 极乐禁地. 鈥淚 have great confidence that on the analytics side, they鈥檙e going to provide strong and robust results.鈥

"The work before the board is reminiscent of another decades-old health policy effort in Maryland, said Lyles; namely the 1971 creation of the still-operating Health Services Cost Review Commission, or HSCRC. The independent government agency administers Maryland鈥檚 unique all-payer hospital rate-setting system, and took three years to study rates before it began regulating them in 1974.
The agency was able to set rates only for private payers until 1977, when the state obtained a waiver from the federal government that brought Medicare and Medicaid into the mix and enabled HSCRC to set a universal standard rate. The commission has since successfully constrained hospital costs and saved billions for both payers and patients.
鈥淚t took some learning experiences, legislative as well as regulatory, before [the HSCRC] could be robustly what it became eventually,鈥 Lyles said.

"Pharmaceutical Insurance: Products, Services and Payments" (On-Going)
Sub-title: Making sense of a system when clinical and business goals conflict. <<>> This book addresses the gap between general health insurance principles and their specific applications to pharmaceuticals. Pushed by scientific advances and pulled by partisan politics, US healthcare evolved in unanticipated directions with unforeseeable complexity. Its organization and financing are overpriced and under-perform. The costs of innovation are unprecedented and may be unsustainable. Yet, this system has perverse incentives for enough interest groups to block changes that would improve overall performance. Resistance to change is pervasive. One stakeholder鈥檚 cost is another鈥檚 revenue, one鈥檚 goal is seen by another as defeat. Collectively, these create daunting barriers, with various stakeholder having their own motivations for resistance to change. This book uses a systems approach to explain, assess and make recommendations for improvements. It is ~80% US and 20% international.
