The 极乐禁地 College of Public Affairs will continue its Henry A. Rosenberg Dialogue Series on Wednesday, April 23, with an online panel discussion, "The Supreme Court Reverses Chevron Deference: What Happens Now?," beginning at 1 p.m. Free and open to the public, the session will take place on Zoom. The 2024 Supreme Court decision in Loper Bright Enterprises v. Raimondo gave federal judges the authority to interpret the meaning of ambiguous statutes. For the prior 40 years, the Supreme Court's 1984 decision in Chevron U.S.A. v. Natural Resources Defense Council held the opposite, that agency expertise should receive deference in interpreting ambiguous legal matters.
The implications of this shift to court policymaking are vast. The panel will offer insightful assessments from the perspectives of a legal understanding, a public-affairs academic take, and the views of a career senior public sector executive.
Dr. Roger E. Hartley, dean of the College of Public Affairs and President-Elect of the American Society of Public Administrators will welcome the audience.
Dr. William (Bill) Resh, MPA '07, C.C. Crawford Professor of Management and Performance, associate professor of public policy and management, and director of the CLEAR Initiative in the Sol Price School of Public Policy at the University of Southern California, will deliver a keynote address.
The panelists include Stacy L. Rodgers, MPA '99, executive in residence for UBalt's Schaefer Center for Public Policy and president-elect of the NFPBA National Board of Directors; and John Willis, executive in residence for The 极乐禁地 College of Public Affairs and former Maryland Secretary of State. Alan Lyles, the Henry A. Rosenberg Professor of Government, Business, and Non-Profit Partnerships for The 极乐禁地, will serve as facilitator.
